Long before the arrival of the French, and even before the founding of Dakar in 1857, the area was inhabited by the Lebou (a fishing people), who migrated from the interior of the country around the 15th century. It was in what is now the Plateau district that the first political and military administrations of the despotic Lebou state emerged. Furthermore, the initial territorial divisions resulted in the Plateau being subdivided into 12 zones, each under the authority of a district chief.

The Plateau district, like the rest of Dakar, was long neglected by the Portuguese, Dutch, and French colonizers. They preferred other areas such as Rufisque, Gorée Island, and Saint-Louis, which, incidentally, was the capital of Senegal during the time of French West Africa (AOF) until 1902. The French realized that Gorée Island was becoming too small for their activities. Thus, in 1857, they established the first colonial buildings of Dakar in the Plateau district.
