The Final Concession Order (ACD) is an administrative act signed by the Minister in charge of Construction and issued by the Directorate of Urban Domain . It grants its holder full ownership of a plot of land located within the state-owned area of ​​Côte d'Ivoire. In practical terms, the ACD is both:

  • 🏗️ a passport to build : the town hall rarely issues a building permit without an ACD.

 

Why has ACD become indispensable? 🚦

Before 2013, the term "Provisional Concession Order" (ACP) was used; many plots of land were exchanged based on simple village documents or customary transfer certificates. The result: a cascade of disputes, duplicate sales, and illegal occupations. The government then launched the reform of the urban land registry and mandated the ACP as a prerequisite for any transfer of state-owned land. Today:

• 🏛️ Banks no longer grant housing loans without a Certificate of Conformity (ACD).
• 🛠️ Municipalities refuse building permits without an ACD.
• ⚖️ Courts almost always dismiss a plaintiff without an ACD.

In other words, in practice, no ACD = maximum risk . It's better to postpone your project for a few months than to move forward without this essential document.

 

How do you obtain an ACD? The six key steps 🔄

👉 Step 1: Subdivision application
submitted to the town hall or technical department. This includes a topographic plan prepared by a certified surveyor.

👉 Step 2: Public consultation on
public notice, verification that no major dispute exists on the plot.

👉 Step 3: Ministry Approval
The complete file (plan, boundary survey, investigation) is sent to the ministry for approval.

👉 Step 4: Payment of land rights
Calculated on the area and location; they amount on average to 4,000 to 6,500 FCFA/m² in Greater Abidjan.

👉 Step 5: Signing of the decree
The Minister signs the ACD; a unique number is assigned and registered in the Official Bulletin of Administrative Acts .

👉 Step 6: Withdrawal and publication
You collect the stamped original and publish the reference in a national daily newspaper (cost approximately 50,000 FCFA).

Average duration : 4 to 8 months if the file is complete. Delays mainly arise from poorly prepared boundary surveys or late payments.

 

How much does it really cost? 💰

Calculation for a 600 m² plot of land in Bingerville:

  • Land rights: 600 m² × 5,000 FCFA = 3,000,000 FCFA
  • Surveyor's boundary marking: 350,000 FCFA
  • Application fees and stamps: 60,000 FCFA
  • Publication in the newspaper: 50,000 FCFA

Total ≈ 3,460,000 FCFA. This may seem like a lot, but remember that land without an ACD (Land Title Certificate) is negotiated for up to 40% less… and often turns out to be unsellable or unfinanceable.

 

The most common mistakes 🚫

Customary purchase after 2013 : legally precarious.
"Rough" boundary marking : a friend marks the boundaries, no official report. Hello, land overlaps!
Incomplete file : no signed topographic plan, botched public inquiry, missing tax receipt.
Installment payment of fees: each update adds another delay.

👉 Simple tip: entrust the project to a surveyor and notary who are used to working together. The fees are higher than doing it yourself, but you save months – and peace of mind.

ACD obtained: what now? 🚀

Congratulations! You are a state-recognized property owner. You can:

— 🏗️ Submit a building permit application to the town hall;
— 📜 Begin registration in the land register (final land title);
— 🤝 Sell legally : the notary will rely on the ACD as the key document.

💡 Note : final registration costs approximately 1.5% of the market value and takes one to two years. Many owners are satisfied with the ACD (Certificate of Conformity), which is sufficient for construction and financing.

 

Why are some "very cheap" plots of land without a building permit risky? 🧐

A vacant plot of land listed at 8 million FCFA in Songon seems irresistible… until a customary co-owner reappears, or a public utility decree authorizes a road. The ACD (Agency for Customary Land Ownership) formalizes the removal of the land from customary domain and blocks any arbitrary expropriation. Without it, you are exposed to:

  • Expropriation with variable compensation
